Did not mail me the 2nd key

I bought a 2009 Honda accord from Bell Honda on 5/25/2009. (Stock # 38650) At that time they only give me one master key and told me they are going to mail me the 2nd key. But I never received the 2nd key. I have called them several times. They told me they have my signature that I have received the 2nd key. I asked them to show me my signature, they did not do that.
